In gate, negative marks are 1/3 and 2/3, in tancet negative mark is 1/4.So In which exam the people prefers to play around with fluke answer?

Your mark and rank is good. But the competition in CSE/IT/ECE branches make me difficult to answer.
In most of the govt colleges there is no course related to CSE. So its better have a private college list.

Whether they allotted the counseling time for you?
If they allotted means, then there is no problem. Have extra copies of the certificates with you during the counseling.

2011 pass outs might not have their degree certificates. So provisional is enough.
If you have degree certificate,its safe to keep with you during counseling.

You are IT student. CSE/IT person not eligible for Communication systems.
Even though CSE/IT persons eligible for other department courses like VLSI,Embedded systems etc etc...., Switching to other department courses will create many problems in your career. So its better not to switch. Dont take other department courses just for the college name.
Your score and rank is good. But the Competition in your CSE/IT branches is heavy.
Around 130 seats available for CSE people in CSE+MIT. For BCM this is only 5 seats. If your luck favors you can get MIT.

1)All your mentioned courses are other department courses.
ECE students are eligible for other department courses like mechatronics,biotechnology,remote sensing,it.
Even if you got these courses in NIT's & IIT's, its better not to take those courses that are not related to your UG course.
It will create many problems in your career. Probably in all your interviews you may have to face this questions, "Why you switch to this course?". You need to give very strong reason to convince the interviewers. So its not good to take these course.
2)Probably there wont be much competition in these courses.so you can get.

yes they will call. Total seats in tn is around 8000. So they cant call everyone who are all applied.
